Insuring a Home in Port St. Lucie and St. Lucie County

The Treasure Coast has a specific place in Florida insurance history, and it still shapes how this county is underwritten. In September 2004 two hurricanes made landfall within about three weeks of each other, in nearly the same place β€” and the way that played out is worth understanding before you need to.

Two hurricanes, three weeks apart, almost the same landfall

Hurricane Frances came ashore on Hutchinson Island in early September 2004. Hurricane Jeanne followed on 25 September, making landfall near Stuart at the south end of Hutchinson Island β€” very nearly the same point Frances had struck weeks earlier. Together they caused the most extensive property damage and economic disruption in the region’s recorded history. A large part of why Jeanne was so destructive is that the ground was already saturated: rain that would normally soak away had nowhere to go. It is the clearest illustration in Florida of why back-to-back storms are not simply twice one storm.

What back-to-back storms mean for your deductible

Florida applies the hurricane deductible on a calendar-year basis β€” 1 January to 31 December, not per storm and not per hurricane season. It is widely believed that this means you pay it only once a year, and that is close but not exact. If the first hurricane exhausts your hurricane deductible, a later hurricane that same calendar year is subject to the greater of whatever hurricane deductible remains or your all-other-perils deductible. If the first storm caused damage smaller than your deductible, you still have unused deductible to absorb before the second claim pays. On a 2% hurricane deductible against a $400,000 dwelling that is $8,000, and it is worth knowing which side of that line you are on before a season like 2004 repeats.

Evacuation zones here run A, B, C β€” and are not flood zones

St. Lucie County uses three evacuation zones rather than the five some Florida counties use, keyed to storm surge vulnerability. Zone A evacuates first and takes in the Hutchinson Island barrier communities. That is a separate thing from your FEMA flood zone, which is what a lender looks at and what drives flood premium. The two are easy to conflate and answer different questions: the evacuation zone tells you when to leave, the flood zone tells you what to buy.

Flood risk here is larger than the last storm suggests

Roughly 1,960 properties were affected by Hurricane Jeanne’s flooding in 2004. Modelling of a one-in-100-year flood event against today’s built environment puts the figure closer to 7,600 properties in Port St. Lucie alone β€” a reflection of how much has been built here in twenty years. Homeowners policies do not cover flood at any address, the NFIP’s 30-day waiting period means it cannot be bought as a storm approaches, and private flood options frequently beat NFIP on limits for higher-value homes. If your only reference point is what flooded last time, that is likely to understate it.
